苏州园区空运直通港项目启动物流时效提速6小时
6月12日上午,苏州工业园区空运直通港正式启动,园区高端制造与国际贸易区和东方航空物流有限公司同时签署战略合作协议。东航物流党委书记、副总经理范尔宁,苏州市委常委、苏州工业园区党工委书记吴庆文,苏州工业园区党工委副书记、管委会主任丁立新等出席活动。
在长三角区域一体化发展上升为国家战略的新形势下,适应全国实施通关一体化改革的新局面,大力度地提升沪苏两地的通关、物流、贸易的一体化、便利化水平,是促进区域外向型经济和服务贸易转型发展的着力点和重要抓手。近年来,苏州工业园区主动适应综保区改革发展新形势新任务,不断探索创新物流业务模式,开创了全国唯一的虚拟空港SZV(空陆联程、陆空联运)及首个虚拟海港,在全国率先使用“掌上物流”快速通关物流系统。此次园区高贸区与东航物流携手推进苏州工业园区虚拟空港与上海浦东、虹桥机场的联动对接,创新性地打造“苏州工业园区空运直通港”项目,进一步降低了外向型企业的物流、运输和通关成本。
据悉,空运直通港颠覆传统的国际空港物流模式,将上海浦东机场货站服务前移至苏州工业园区,苏州虚拟空港作为东航物流唯一指定的苏州货站平台,代替现有上海货代监管仓库功能,航班落地后货物直接在上海机场货站一次性完成全部理货等动作,即可通过卡车航班转至园区空运直通港进行分拨后送企业,货物物流时效较原有模式提速6小时以上,节约物流成本15%-25%左右。
今年1月,园区半导体行业的代表性企业苏州矽品科技和三星电子(苏州)半导体公司开展新模式下的首票试操作,取得良好实效。目前三星电子(苏州)半导体公司经过测试已切换至正式操作。“5月开始,我们首先将日本线的进口温控货物全部切换到园区空运直通港模式操作,主要是用于制造高端产品的特殊原材料,至今已累计操作近20票单,最快的一次从航班落地到货物抵厂,全程仅用了4小时20分钟,比原来缩短了一半以上。”三星电子(苏州)半导体公司副总经理李成春将园区空运直通港称作企业发展“新的打开方式”:“这种新模式不仅实现了物流提速,更为企业提升竞争力打开了新的空间。”
在正式运营之后,空运直通港先期计划以搭建国际空运货物进口分拨中心为主导,加快形成进口货物在苏州虚拟机场的集散体系,借助东航物流代理的40多家中外航空公司的航线和运力,打造一个全新的国际空运销售服务综合平台。目前这一全新的物流模式已吸引了园区飞利浦医疗等30多家不同行业企业的意向目光,随着后期运行机制的进一步健全完善,辐射区域将向园区周边区域延伸拓展,参与企业的获得感也将持续增强。
2018年,园区实现进出口1030亿美元,从报关单量看,其中96%通过上海空港、海港等口岸进出。以此次共建空运直通港为契机,高贸区还与东航物流签署了战略合作协议,未来将持续有效地推进苏州工业园区的产业优势、资源优势与东航物流的平台优势、功能优势,实现高水平、全方位、常态化的对接联动,打造成为长三角一体化发展、互联互通合作的亮点示范项目。

The park's high-trade zone and China Eastern Logistics jointly promoted the linkage of the virtual airport of Suzhou Industrial Park with Shanghai Pudong and Hongqiao Airport, and innovatively created the “Suzhou Industrial Park Air Transport Direct Port” project, further reducing the logistics and transportation of export-oriented enterprises. And customs clearance costs.
It is reported that Air Freight Direct Port has subverted the traditional international airport logistics model and moved the Shanghai Pudong Airport cargo terminal service to Suzhou Industrial Park. Suzhou Virtual Airport is the only designated Suzhou cargo station platform for China Eastern Logistics, replacing the existing Shanghai freight forwarding supervision warehouse function. After the flight arrives, the goods can be completed at the Shanghai Airport Freight Station at one time. All the goods can be transferred to the park by the direct flight port to the enterprise. The freight logistics time is faster than the original mode for more than 6 hours. Logistics costs are around 15%-25%.
